Rehabilitation & Resettlement


The resettlement and rehabilitation policy have evolved over time and undergone numerous changes in response to changing circumstances. As and when the Central or State Governments enacted amendments to the Land Acquisition Act, issue new guidelines for resettlement and rehabilitation policy taking into account the changing conditions in coal producing areas.

In addition to compensation for land, provide Rehabilitation and Resettlement (R&R) package which includes permanent employment.

While Coal India’s and NCL’s basic philosophy for compensating land-losers and other project affected people remain substantially unchanged, the revised policy emphasizes the need to cultivate and maintain good relationship with the people affected.

Preference is given to PAPs in civil contractual works up to Rs. 10 lacs and to co-operative societies formed by PAPs up to 5.00 lacs.

NCL has already developed 6 resettlement sites, 3 in the state of Madhay Pradesh and 3 in Uttar Pradesh and one resettlement site is under development stage linked with Block-B project in its command area.In all the resettlement site civic amenities like approach road, drains, wells/hand pump, primary school, Primary health center, community hall,shops, playground park, street lighting etc. have been provided. Initially in those six resettlement sites 3206 residential plots were planned and constructed, till now as on 30.04.2017 1937 residential plots have been allotted and 1317 families have opted for one time lump sum cash grant in lieu of residential plots in addition to the compensation of house and other assets.

For all the projects of NCL, total 19247 ha. is required out of which 17162 ha. land has been taken into possession till date.

Provision for offer of employment to land owner are kept in CIL’s Resettlement and Rehabilitation Policy, NCL has taken steps to make it more lenient, employment is being offered to original land oustees, spouse of land owner, son of land owner, son’s son of land owner, son of daughter’s son, daughter if there is no son. There is no upper age limit for offer of employment.
